DPS who do 4k worth of damage = garbage tier

I'd say, it depends. I don't really like the term "garbage", because some people are trying their best. They just don't know the best openers or how to optimise their rotation, which isn't exactly a crime because it's not as if the game spells it out for you. You should hopefully have some idea of how the class works - so no Ice Mages or BRDs who won't play songs - but not knowing when exactly to use Barrage or perfectly snapshotting procs for top numbers doesn't make you garbage, at least in my opinion. I'd just say they're average level. To me, garbage is that guy who doesn't even finish his combos, uses AOE attacks on one mob and then screams at you when you try to give advice.

Those 6-7k top parses are from statics that practice relentlessly, have the best gear/ melds available and spend a lot of time optimising their rotations to line up openers and buffs for the highest numbers they can get. It's true that a misguided few hold this up as a given "standard" and designate anyone who falls short of it as trash, using it as a means of lauding their superiority over others, but it's far from the truth and they're not even worth paying attention to.

Anyone who thinks they can accurately define a player merely by their numbers doesn't know much about raiding.

There are so many variables to consider; experience, gear, melds, party buffs available, the encounter itself, if other people playing badly interfered with them, latency, bugs in the encounter or if they happen to be having a bad day. You can't find out all this information by merely glancing at dps numbers.

To add to this: a person who knows full well they're playing badly but make no effort to remedy it even though they're aware it's causing severe problems.

Some people play to get carried. That's true garbage.
