Neither are the Lupin as far as we are aware, but they also aren't playableGuys! Important. There has been a misunderstanding. I'm just doing the raid unlock. It says minor races like the Viera. It never ever ever said beast tribe. Minor race just means not particularly numerous. But as far as we know that might also be true for the Raen. Viera are NOT a beast tribe
With the Bangaa, Lupin, Seeq, or any other creature that's not primarily "humanish" in looks would be a craaaazy undertaking to change all the gear to implement (the helmets alone would be a nightmare). Viera is a much different beast to tackle as it involves primarily only the feet and maybe the helms for bun ears, but compared to the aforementioned races, they look the most human like the other main races. Also, there is A LOT of evidence that they are working on them and even more teasers. With the bunny outfits being figured for men, the new Raid being a Moon Bun, the greaves I linked, and now Viera being added as canon in the FFXIV lore, I would honestly be surprised if they weren't added at this point.

For those that understand Japanese, does the Minor Race mention of viera appear in the JP text? Also are the JP players making noise about it in the forums? Because lets be real here they're the ones the devs listen to more often than not.
They aren't going to maintain that aesthetic for every single of boots released, thus it's little more than a unique design and nothing indicative of Viera. Not to mention, none of the existing gear works on their model.i was like you until i notice something interesting with the 4.3

It has nothing to do with fascination but ease of development. The devs outright said every piece of gear is essentially stretched out to fit each specific race's propositions. You cannot accomplish that without a uniform design. Furthermore, JP, apparently, despises bestial races whereas NA is a bit more split on the idea.. Hence why Au Ra became what they are.

You misunderstand. Them being a beast tribe does not automatically make them playable. Buuut beast tribes being playable would be problematic to say the least. Beast tribe races would never be playable.
We know two things now:
1. Viera exist on Hydaelin.
2. There is nothing to prevent them from becoming playable.
As far as I remember, Viera is a female only race and the FFXIV staff don't want a mono-gender race.
It could have change since this declaration but I wont put a copper on the table for the viera to become playable not mentioning living outside of their forest is a big no for them at least in my lore memories from FFXII.
