The emotes and glamour are put into the Mog Station because they are a requested item however they don't want the entire playerbase to have access to them.

To limit the amount of players that have access to scion gear or a unique overblown emote, they set the price high so only those that really want it will buy it.

The emotes and glamour are more like a means of showing extra support towards the game, not something that's designed to be implemented into the game itself but a unique little extra that players can purchase if they want to.

Basically, these items would never exist in the first place if the Mog Station didn't exist, they exist because of the Mog Station otherwise SE wouldn't introduce those type of emotes.
