Hmmm, I thought the rolling blackout is scheduled by TEPCO over those region that are not affected, dividing them into groups, scheduling 3hrs per group, transferring their power source to those area that are affected (Tokyo is one of them if I remembered correctly)
Well, my understanding of Japanese website of the issues might be wrong tho.
Let's just pray Japan can get over this crisis as soon as possible.

Something interesting I found out today, there are two power grids in Japan, one for the east/north (including Tokyo) running at 50Hz and one for the rest running at 60hz.

With only a limited number of frequency conversion stations to swap power between the two grids, the unaffected regions can only be of limited help with power generation for the East, so the blackouts need to be implemented.

The rolling blackouts are there to prevent the whole grid going down, so I don't see that situation changing in the next week or so. I'm actually wondering if we'll see a timed startup (e.g. 8/12/16 hours a day) prior to full service resuming.
