Actually, ya. This isn't the first tribe so I'm a tad surprised you didn't see it coming. They already got something unique with the Permit, and their armor given was 1 slot like moogles. And you had to do a questline before getting access like moogles, which was optional and a lot skipped over...
Well there was already a moogle outfit available in game from a Fanfest reward as well.
