The bottom line is that people want a house in the location they see fit and server they are on, not having to move to a different server or take leftovers in the goblet looking at a wall.

But supply and demand is the problem while combating all the other risks is impossible.
While I agree that more wards need to be added, the issue with dynamic wards is:

    1. SE has stated multiple times their hardware cannot handle such a feature, because the wards are constantly active in memory, and creating more and more each time one fills up is too much strain server-side
    2. Coding: FFXIV is notorious for existing upon old Legacy code, which in and of itself is going to hinder what the devs can actually code into the game. They are working on removing the old code, but that takes a lot of time to do.

Then there is also the issue of when the next new Ward comes out, a lot of players effectively abandoning the dynamic wards they spawned and moving to the next new housing district. Dynamic wards would work well if there was only 1 housing district, but there are 4 of them. And while a lot of people are content with older districts, if Shirogane is any example of how, say, Ishgard Housing would be if implemented, people move en masse to the new district. So much so that it actually causes server strain with everyone trying to load into one area at once—the biggest issue with 4.1 was that so many people were trying to load into Kugane at once, that those who weren’t “fast enough” or “lucky enough” 90k’d, if they even managed to get past the lobby server, which also crashed for a bunch of players because of the sheer number of individuals trying to connect.
