Question about FC house purchase player requirements

I want to be able to secure an FC house for him since he's just starting it out, but I have to make a character on his server and I'm not sure if I just need to be able to access the housing wards, or if I need to grind the crap out of my level and GC?

You just need to be in the fc, not have any characters on that world in an fc with a house, have enough gil to buy the house as well as permissions to purchase an fc house. The fc will also require 4+ characters in it to be eligible.
