Yeah, the GM inaction / hands being tied thing is kinda weird.
The GMs I've interacted with have all been extremely helpful, but not being able to take action (evenly) on house flippers or touch those twats using PF to advertise RMT services via discord...
Like SE's hands-on policy effectively seems to end with our 1OO% handwork chinese pals.

I own several houses myself, but my interest was mostly in gardening. To that end, I wouldn't be as annoyed about it if they'd actually implemented more gardening functions along the way. Give you the option to raze the house and just have a field of gardens. The only way to get more gardens was to buy more houses, which obv hasn't gone over well with latecomers.

As for action re: current landbarons, altaholics, etc. it seems lose-lose for them to clarify that situation for the NA market. On 1 hand, you screw over ppl who've broken no rules, and on the other you free up houses from flippers, farmers, hoarders etc and please more players overall by redistributing the housing.

If they announce the opposite - that existing owners will be able to grandfather their houses in - which could happen as well given the wording is vague in that it only mentions purchases, then you've got another pissed off horde to contend with.

It really depends on how they implement the restrictions.
If the restrictions are only on purchase, it will be bypassable.
eg. cannot purchase fc housing on alt while in fc on main
- get your main temporarily kicked, buy house, rejoin fc
- give someone else lead and let them buy the house

If the restrictions are on existing in 2 fcs with housing, then it seems quite strict...
Like being limited to one fc/acct unless the 2nd doesn't have housing?
Then what happens in the situation, your main in 1 fc, your alt in another houseless fc that manages to scrap together enough gil to buy a house? Your alt removed from that fc? They can't buy it at all?

If that were the case, I would also like to see alts made possible as tenants to your main. Punishing your gameplay experience for having (and paying for) multiple characters makes little sense, although obviously the previous situation was untenable.

There's lots of speculation to be made either way, but I don't think they will solidify their official position until that special site is released, regardless of what the vocal playerbase seems to think is right. Particularly if they're going to grandfather it in - the further they can delay that shitstorm the better.

On another note, weekly lockout for the minigame is dumb.
Nothing screams artificial timegate meant to draw out your subscription like weekly lockouts.
Super looking forwards to 999 stacks & submarines though.
