Nope. A ten minute inconvenience during the day isn't going to convince me to transfer for essentially nothing any more than long queues did. If SE wants me to relocate, guarantee me my house and I'll consider it.


That would be so easy to solve too, a new server in Aether, locked for new characters and transfers other than balmung for a week and locking housing purchases as well, allow anyone who transfers to move their house to exactly the same plot they had, including FC houses, then after giving Balmung a week headstart open the server to others along with regular housing purchase. 0 downsides and I bet that would split half the population of Balmung.
