SB S Ranks have the same timer as HW S Rank after maintenance and all SB S Ranks were already killed on Ragnarok a few hours before we had our first one on Cerberus which was ~55 hours after maintenance.

So it's possible that he wasn't open, yes, but then again the chances that he spawned by now should be very high.

I just remembered that there's a Magitek Sky Armor mount you get from somewhere, and I'm thinking that's probably the aircraft the hint is referring to.

Would make more sense for the imperials to use one of those as a practice target then a manacutter, IMO.
