    Basically this is the gist of conversation with sony on this topic -

    Me: Hey ingo well im trying to resolve a issue i have been having since this morning regarding my pre-order purchase of Final Fantasy XIV Stormblood Collectors edition on PSN
    Me: i purchased it have a purchase confirmation number , called to resolve a issue with it not showing that i ever purchased it , was refunded to purchase it again . did so and its still showing that i never purchased it . in my download queue it says Pre-order payment failed tho it shows that the pre order bonus items are in queue
    Me: Normally the queue should say waiting for a pre-order which it isnt on this item

    Me: Yeah its showing as - Pre-order payment failed
    Ingo: Ok, thank you very much. let me investigate very quickly please.
    Me: and only gives me a option to clear it out

    Ingo: Thanks for the information.
    Me: No problem
    Ingo: I was able to validate this information you. You have the licenses . This could be just a temporary issue my best recommendation will be to restore licenses again and wait and try again later in order to download the content without issues.
    Me: i did that earlier with another rep. but i'll try that again and see what happens. i just want to make sure me and fellow players can access our content when the game launches on the 16th without issue
    Ingo: In this specific situation is very recomendable for us to wait later and be sure to restore licenses again and be sure that the account is activated as primary.
    Me: yep all of that is green the account is the primary and i just restored licences
    Ingo: Excellent, right now is just to wait later and as the last option, try until 24 hours.

    I thought only I had an issue

    Mine is a different issue, I only recently started playing FFXIV and now I wanted to purchase Heavensward, but it keeps saying that I can't view content, and now it says that I have FFXIV Online: Standard Edition instead of A Realm Reborn o.O. I was so scared

    Logged in today on my PC and all the fails in my download queue were gone, loaded up the page on my phone and it shows it in my download list, refreshed both my PC and phone and now I have: Final Fantasy: Stormblood Zenos Avatar - Download Error. I click retry and it says my PS4 is not on but I am playing the game right now. I'm going to wait a little more before I contact Sony and ask what is really going on.

    Well after another hour of talking with sony i got them to escalate the issue to some higher-ups. i'll post the results here when i hear back from them on it. Apparently from what the rep told me its a issue where the license isn't being added to the account after purchasing the game. so we'll see what happens. Im trying to get this resolved not just for myself but for EVERYONE that pre-ordered the game so we can all get in for early access
