If I understand correctly, the purpose of this HUD is not make suddenly every low DPS players by high tier. Any tool won't reach such purpose (even the DPS meter won't help at all on this). The purpose of the HUD is make the core mechanic of a Job be more visible.

For example. A Black Mage that don't know what in the world Enochian is it, will have a meter which show him that thing, and probably will wake up curiosity on what the hell is it, and start try or research what that thing is and maybe discover that thing in his job that didn't know before. Instead of just call them a plain careless players. What I see is all the HUD represent the core skill of a job, like the Blood of the Dragoon on Dragons; the Enochian, Astral Fire and Umbral on Black Mage; the Infuriated (now called Inner Beast) on Warriors; or the Aetherflow stacks and Dreadwyrm trance on summoners. The purpose is giving those player who ignore such tools a way to see them and keep tracking in order to understand what it is, instead of keep in the oblivion in their skills windows.

Of course, there still be players that ignores it, and will continue ignoring it, but if can reach to a good amount of players it is a good idea try it at least.

I like much more this idea than a DPS meter who tells them a number that probably won't understand and other players uses as weapon to harass him, instead of showing that his class it is. Plus the HUD cannot be used in an harass way, so is more safe than a parser from the developers point of view.

For me, I think is a wonderful idea despite maybe can overcomplicate some jobs. But let's see how will this be before throw shit at the new system.
