Clone? In what way? Viera's are completely different from Miqo'tes literally the only similarity is that they both have some animal features.

Both are reclusive and hate outsiders (when within their clans), both live in forest habitats, both have animal features, both are a predominantly female species.

If we ever explore the Viera origin place, it would take away from exploring a Miqote origin place because they would functionally be the same
