There ARE some anecdotal observations on Reddit where people noted Emergency Missions were popping like crazy during the first morning of the patch when everyone was rushing FATEs, but disappeared as more groups began to AFK after objectives, waiting for boss FATEs or the emergency mission itself...
If anything then perhaps the rewards from the FATE needs to be adjusted, since despite ppl whining much about FATE farms it's much easier to just complete the objective, take the 10 lockboxes, leave, rinse and repeat
after a full run I get usually 6-7 damaged lockboxes opening and 2-3 normal lockboxes in addition to the chest.
Now I would add that if your party bails on you you might want to search for the treasure since they have a hefty amounts of lockboxes(damaged and non) inside but ye maybe a rebalance of the reward should be in case
There's one theory I want to test. It involves the untargetable unicorn, as expected.
People are speculating that we're supposed to follow the Unicorn and clear the FATEs that it stops at during its journey. It might be linked to SOMETHING, because I don't see much point in the unicorn even existing if it wasn't supposed to be some kind of hint.

Then it turns into Ixion and immediately gores your healer.
So can someone fill me in on what people are talking about when it comes to: "Digging up chests"?
Also if killing mobs outside of FATEs is relevant at all?
We farmed a bit on IIIs and IVs and never received anything.

I can tell you that they give evaluation at a greater % than anything else in the area, in fact yiou could complete both evaluation without doing a single FATE by killing them, after that reward is given by completing FATEs
as for the chests, the buried treasures give you bronze, silver and gold chests which yelds lockboxes and damaged lockboxes
Atm I'll point out that in my opinion FATE rewards should be adjusted since the chest you get when you complete the main quest gives much more to you than farming FATEs
side notes: I found the pegasus running around the northwest zone and followed it till it disappeared, I saw that it stops in front of any FATE he comes across and after a while disappears, dunno what else of it
side note2: I noticed that I can get full reward solo from FATEs with my tank while others do them so in a way solo or duo the place can be done

On the Pegasus, I spent some time chasing them while waiting for bosses, they seem to have a very specific path route and they will follow it regardless if there's a fate up or not. At this point I'm pretty sure that's just aesthetic.
On the Brachiosaur NM, two times now I have seen it spawn without the baby ones being present at all or without completion of any brachiosaur related small FATE, the first time the donut island was empty when it spawned, the second time we were doing one of those regular fates in that same island when it spawned on us. Seeing how none of the other NMs seem to be linked to completion of specific fates I'd say that's just random.
Evaluation mechanic:
tested with it a bit, went with me and my friend, rank 1 enemies were woth 0.5% then we went with a df group and they were worth 3% so it must have a multiplyier for the numbers of ppl in the party
Also the system lies a bit on you, completing the FATE it's not the only way to get evaluation, killing enemies is sufficent
edit: also Star ranks spawn rate seems to be around 15-20 mins
edit2: forgot to tell that I tested lowman FATE contribution, seems to be a joke I was solo and I could get full contribution on some FATEs while ppl were playing, and also got full contribution with me+ friend on star ranks

I've had it where an Emergency Mission popped as soon as the group entered Diadem and also another time where it popped 5 minutes after entering.
