Welp, the answer's simple:
If we want to play a certain mode, everyone start actively queueing for that mode. All it takes is 24 people at minimum.

They need to roll these two maps into one queue, just like they're doing with the abomination that is the new Feast map.
Maybe even play one right after the other.
I couldn't agree more. It seems that Duty Roulette is weighted towards Shatter too, unfortunately. If it was weighted towards Seal Rock, even as 8v8v8, we would see more matches. I doubt they're going to do anything major with FL now until 4.1 when the "whole new PVP system" is implemented. What's going to happen between 4.0 & 4.1 is anyone's guess. I just hope they don't pull a Diadem 2.0 & just completely switch it off for months on end. >_<I'd prefer if all the modes were revitalized again, not just Seal Rock. In fact, Seize is easily my least favorite of all the PVP modes but I'd gladly do a few matches of it every week if there were incentive to do so. I don't like seeing PVP content dumpstered as soon as the next new shiny comes along, even if I don't care for it personally. Variety breeds adaptation, which generally makes for better players overall, IMO.
I miss Seal Rock. Glad I got all of the rewards from it when I did but I'd love to see it pop more often.
I think part of the problem is actually Secure/Slaughter (hear me out). I personally only queue for Seal Rock and Shatter because I don't enjoy level 50 sync and all of my PVP bars being configured badly for the restriction. And a lot of people only queue Shatter because it's one less button to press and gives good rewards. This in turn forces 99% of FL Roulettes to default straight to Shatter or just lock up for hours with no matches for anyone until enough people specifically queue in Roulette to clear the Seal Rock or Slaughter match someone specifically wanted to pop.
I don't have any problem playing the level 50 maps but I really, really don't want to play them at level 50. It's insane that they still haven't been rebalanced and kept relevant. I wish they'd give all FL maps a level 60 version then just have a 'random FL level 60 map' queue option which works like the Feast map cycling. Let the crummy level 50 Secure/Slaughter stay in the full roulette if needed, but all I actually want is to play more rounds. It will be sad if SB kills off both Seal Rock and Shatter permanently and we only get to choose from the new game types for the next few years.
The PVE elements in Shatter actually make me miss the occasional Slaughter, which is something I never thought I'd say.
Seal Rock doesn't pop because the people that helped revitalized the queues realized that Shatter is:
1. The new Mode.
2. You don't have to actually PvP to get your rewards.
On Aether, you occasionally get more than just Shatter. I actually had a Secure pop the other day. It was amazing going back through that map again, especially at level 50 sync. I put down my BRD bow, picked up my BLM staff, and started launching Fire and Fire 3 into Dragoons.
I got it this morning, 5 Shatters and 1 Seal rock during the 8v8v8 just que for both in the early mornings you'll get it (NA time) or for your daily PvP for the day. I wish that the data centres were all linked so PvP could be going at all hours which I know is a lot of time to do that for SE, I'm just spoiled by other MMOs where I que anytime of the day and get into PvP because of how their servers are.
8v8v8 seal rock is much less enjoyable than the 24v24v24 version in my opinion. Just realized this when I got it for a roulette this morning.
8v8v8 is unpleasant in PVP fullstop is you're in with random people. I used to like the 16v16v16 games but I think they removed that mode, sadly. The maps really need to automatically resize depending on the player numbers (24/48/72) as it's like herding cats in oversized areas
