Less a matter of answering my own question so much as pointing out the more obvious fix.

Guess it's just a difference in data centers, then. I've yet to wait more than 20 seconds for a replacement, on any day of the week. And I usually have to enter 3-6 times per week for my loot.

9 runs for healer body last week and 13 runs for monk body this week.

harder punishment for leaving DF is needed, not only in 24 Raid but all DF
I have seen numerous time ppl get something they dont want and quit at the beginning
if it is just a DPS quite which is easier to handle, Healer ok, take some time, but if a tank leave, it could take a long time for a replacement
and with tank instant queue, 30min lock out is nothing
e.g. I queue the random trial and get Step of the Faith, when we are setting role for who mount cannon, a PLD just quit without a words, and this kind of shxt happen all day, luckily it takes me less than 5min to re-queue as healer
but in some rather unpopular dung/trial/MSQ, this quitting is wasting everyone time, it is not only punishing the quitting (the punishment mean nothing to tank, and healer to some extended), it is also punishing the other ppl in that party
dont queue the random DF if anyone is unable to committed, and for such, we need way harder punishment

Give out harder punishment for leaving and people will go 4-8 man dungeons premade only and the 24 man raids in groups with 4-8 people just to kick someone that they can leave without punishment.

I used to get annoyed with this, too. But at some point I saw it might be the right thing to do: you got your loot, you can't roll again (unless you need the minion/card/crafting materials), so why not give someone else the chance to get something they might need?
Perhaps, if you are not in a critical role (tank/healer), staying for the rest of the run is a bit selfish or inconsiderate.

Here's my suggestion. I'm fine with the penalties, but it IS unfair when people have real life issues to deal with. There should be a "request to leave" option for people. they can click this, have the rest of the party agree and boom, no penalty. That way, someone can be kicked for being a jerk, you are penalized if you just up and leave, but no penalty if you are a team player and actually tell people you are going to leave because of x or y.
I used to get annoyed at bigger raids, on my server it takes a lot of time to get a party replacement unless it's reset day. But in the end, it doesn't really matter, they could have so many reasons, so this kind of gives a new option! Granted, it'll never be implemented, but it would be nice.

If you try to fail and succeed, which have you done?

Well, I'm a naive fellow, so I decided to submit a suggestion with your idea Cass. Hopefully, someone is paying attention.

Then again, maybe Paradox spoiled me with devs constantly responding to threads on the forums and actually using player ideas and suggestions.

I have to agree with you and that it does get annoying but that's something you have no control over. Some players we be always be jerks case in point, I ran Dun Scaith with a buddy of mine and the group we was in kicked me because the reason they gave was AFK which wasn't the case at all. People who needlessly kick other players out of an instance just for the hell of it should be given harsh punishment.

Another thing to consider is it's not always just loot and scoot. Sometimes after 2nd boss I can tell right away it's a bad alliance and either going to take forever to get through or just plain not get through. Of course I'm still gonna lot something if something drops, cause I put in the work for that boss, but after that, a person is well within their rights to decide to leave on their own.
