You are completely wrong here. The main writer for FFXIV both ARR and Heavensward is Kazutoyo Maehiro and everything written prior ARR in 1.0 was written by Yaoko Sato. So this "collaboration" between all three major regions is completely absurd and inaccurate. What you call "Japanese Primacy" is completely real in FFXIV there is no Japanese localization of FFXIV because the original game is the Japanese FFXIV. That's why they call it an English localization because its translated from the original source. Ridiculous.
