It was an example used on a poll, not for the race themself. This was even stated by other players that it was an example only. http://forum.square-enix.com/ffxiv/threads/46936 and http://forum.square-enix.com/ffxiv/t...XIV-2.0./page2 respectively.
Page 284 and page 285- if you read the text above the images, it says "Au Ra Concepts The Viera." For all intents and purposes, the "Viera" would have been named the Au Ra. They could have just as easily used the example of "Miqo'te Concepts The Ronso" before the race was ever made. The name Viera just attaches familiarity to the presentation since it was an existing race from FFXII.
...And that could have been a reason for straying away from the Viera despite it being "the most requested race in FFXIV." Rose tinted nostalgia glasses are a dangerous thing, and so are the expectations that come attached to those kinds of subject matters.

Let it go and move on.
The developers priority should be to upgrade the existing playable races by offering further customisation options. Viera can be added at some point after that - but as it stands I've seen far more threads asking for stuff for the existing races over threads asking for Viera.
The former are requested by a greater variety of people. The latter are often pushed by the same vocal group of players posting about it whenever they can.
Would rather they add more customization to existing races. We really don't need another one at this point.
