Same issue here, but error 10105, and i'm not even from US, playing from Brazil and still can't connect. Just returned to the game, first it was a nightmare to create a character and now this...oh man!

Yes because thats what it is.
Kinda funny that people were trying to blame US ISP's when some from EU side have tried including myself Primal doesn't work, but Chaos does. That in itself proves it's not an ISP issue. Go play on the EU servers they seem a lot more stable atm.
It's not a ISP issue when a virtual private Network cannot login because they are not a standard ISP
It is so aggravating to see so many people blaming ISP when it is clearly Square Enix

Ok that is very true if it is a DNS problem then it will affect a VPN and I am not a sir I am a ma'am and I am not that old :-)
