Fire II has more potency when there are 3+ targets, not 4. 1-2 targets = Single Target. 3+ = AoE

If you're calculating based on Fire II potency only for level 60 Black Mage. You're doing it wrong.

I'm sorry, but you are incorrect.

Fire IV is 280 potency * 1.8 Astral Fire III + 5% Enochian = 529.2 Potency. Its 3 second cast time makes this 176.4 Potency Per second.

Fire II is 100 Potency per target * 1.8 Astral Fire III = 180 Potency. Its 3 second cast time makes this 60 PPS per target.

Fire II on two targets would then be 120 PPS, so Fire I or Fire IV is better. Fire II on 3 targets is 180 PPS which is better than Fire/Fire IV. Ending with Flare is an additional 1263.6 Potency (315.9 PPS).

If you are have Enochian up and are using Fire IV on 3+ targets and still ending with Flare, then you are having to transpose > Blizzard IV to refresh which is also a DPS loss.

In no way is Fire IV better on 3+ targets. The only exception would be if, mechanically you needed to burn down a specific mob first/quickly to prevent it from casting something.

Yes that is the current BiS for BLM with the new stat weights.

Unless there is some crazy combination of pentamelded crafted accessories that I haven't seen yet, thats what I have for my BiS as well.

It really just depends. Do you raid? Do you need the accuracy? I had the 250 crafted pants as a filler until I got the A11S pants. It really just comes down to what stats you need and making it work until you can upgrade. There is no right or wrong answer.
