The Deluxe Stuffed Succubus? Well, first off, it's a table top item and not a minion. And secondly, it's not cash shop exclusive. They were most definitely available at last years halloween event.

No, but I am disappointed that it is in the MogStation. Getting sick of this cash shop and the insane prices they've been using lately.Is anyone else disappointed that the broom mount is not up for sale on the Mog Station? I was all ready to spend money on it. I really like that this game has few items that are not obtainable and that newer players if they chose can get some of the old goodies buy supporting the game and buying them. Mayber later this week

Why? If you weren't subbed for the month the event happened, then you should have to pay for it. That's the reasoning I see. It's $15/mo to be subbed, so $12 for a Mount that was exclusive to that month is not bad at all.
Also items are worth what people think they're worth. To you, $5 for a chair is ridiculous. To someone with disposable income and a love of Halloween, it's probably just a drop in the bucket.

I completely disagree.
Guild Wars 2, which offers no subscription cost, charges their customers for missed content. That makes sense, as that is their business model. I pay a sub, so that way everything is included in the game and missed content / extras are not nickel and dimed in a cash shop. This growing prevalence of the cash shop is, imo, double dipping to their consumers. It's incredibly shady.
While I get what you are saying here, I do find it a bit absurd. Imagine your local electronic store started selling TV's that were $500 for now $10,000. When you complain, they say, well there are some millionaires who pay for this, so it's not really absurd.
