The problem with WoW's current tier is the gearing structure. They tuned the fights the same way they always do, but the made major changes to gearing progression and didn't take this into account.
They added additional RNG to gear drops. Basically when a piece of gear drops the server rolls to determine if it will be 5 ilvls higher. It continues this rolling process until behind the scenes until the roll fails or you hit a cap for the gear. So you could actually roll a piece of gear from the normal mode that is better than the base level gear from either Heroic or Mythic mode. This system applies to all content, including world quests.

To add fuel to this fire you can randomly get legendaries. You can only equip one initially, 2 with an upgrade. Some of them increase a certain specs dps by like roughly 20% though. They can't tune fights around it because they can't guarantee people will get it. Complete RNG fest.

And the final and biggest issue gear wise was the introduction of mythic+ dungeons. Basically the hardest version of the dungeons scale infinitely. You can do them as many times as you want in a week as long as you don't fail. So lets say you beat +2. You get a keystone than unlocks +3 that you can do that very same week. The gear scales up 5 ilvls at the base ilvl before rolls every increase.

From +10 beyond the gears base ilvl is 885 with mythic raids only being base 880. This mean a lot of people farmed these and farmed them so much the week before that the majority of their raid team walked into the tier with around the ilvl, maybe higher depending on RNG and time spent, than the tier even dropped. The development team didn't account for this. In other news though this is only the first half of the raid tier. The 2nd half will be tuned for the ilvl they had going into the first half so we will see how things go over there in a few months. Because of ilvl boost luck and legendaries though my guess would be closer to what is was before, but still quicker.

But basically Kyne you are correct. The tuning was off. However it wasn't because they were trying to make it easier, it is because they didn't take into account the retarded level of gearing they have going on.

But I agree whole wholeheartedly agree with the OP. The tuning this tier flat out sucks. There is no longevity to the tier at all and it is the last thing we are getting. Crafted gear being higher than the previous raid tier's gear on release is a mistake. It is doing nothing but inflating ilvl and stats and adding to the tuning issues of the tier. I might have found a11s and a12s tuned better w/o crafted gear, however I was able to jump up 10 ilvls with full pentamelds week 1. So this made checks on fights even easier. I get that crafters want to make money, but I think this is the wrong way to go about it. If they want to add crafted gear, we should get a max of 1 piece of new gear per job that is useful for progression.
I will agree with this. I'm all for making a three tier system. I talked about it in another thread about it but if they can't make a three tier system right away I think making Normal and Hard mode at first then implementing Savage in catch up patch might be a way to go. Then again it would probably cut development time on the next raid tier which seems to be taking all of their time to begin with. All I know is this seems to be the solution. Unfortunately I would hate to see discrimination with the loot and rewards. I'm all for vanity with Savage and best gear from Hard. Though I'm sure most people would disagree with me. This is just my opinion. However, from a stand point of looking over all. It seems the three tier system for raiding is the best solution to this issue.Creator is great at a casual/midcore level. I think that should stay in some form. Its more about wanting a structure similar to SCoB (with a proper Savage) with a better reward structure. As much as I am not for a story mode, the reality is SE finds it too much of a success to take away, so trying to make requests in their ball park. Seeing how their situation is on making a Normal > Hard > Savage structure. Maybe bugging them enough about it will influence them to try to obtain resources needed to get it done.

OMG they nerf content that took me 4 weeks to clear now it super easy. Why do I even play this game if everyone can clear everything.

I personally haven't done a12 normal yet. I have a job. My wife has a job. We basically only play together.. But I like the idea of being able to clear content before getting over geared.
As for 3 tair system. Sure put it in. Normal Hard Savage. And make Savage so Savage that without Crit RNG your out of luck at 7 items from normal mode. Sorry if you don't get it. I'm not for a 3 tier system.
