Granted there will be things fixed as they take away older designs, even non in game based issues need to be addressed, region locked content is a big one as well as better community management is a must going forward, they really can't have another issue with UK players out right calling for the heads of the people who designed their special promotion for the White Chocobo, they also can't keep that crazy fan theory in place that claims that the JP forums are their first area of priority.
Tomes or an equivalent therein will remain because you have to enforce some degree of limitation on players to keep them playing content. It's easy enough to say how you dislike the system but what do you purpose shall take its place? A MMO needs to keep people doing old content if it aims to bring in a consistent flux of new players. Is armour upgrade drops really a big enough difference? They likely haven't announced the PS3 cancellation going forward because they want to limit the number of potential lost players as much as possible. I guarantee they have along already made the decision. Us knowing about it now or last year isn't going to change anything.
