What happend to Queen's hairstyle?

Queen's hairstyle exists in the database and was promoted as Pre-Heavensward content in the patch notes. But if it turns out to be locked behind Wondrous Tails or God forbid the Cash Shop (And I'm one of the people who support the Cash Shop) I will be furious.

I hate to say this, but it kinda makes sense being in PotD. they added new chests to it, and the hair also looks similar to Edda's.. But god I hope not. (-.-)
