You'll probably never see a tight skirt like that because of the crazy clipping literally any time the character moved their legs. Fuller skirts are one thing, but the sort you've posted are designed to restrict movement, making it impossible to be active like the WOL has to be. The closest we're likely to see are skirts slit up the side, or partially open in front like the spring dress.

If skin tight is not an option then I'll settle for skin tight above the waist. Like this (thanks for the idea RosaLuna):
