Pretty sure it is, but there used to be a lot more restrictions on it. Pretty sure their relationship now is like two of my great aunts that were perpetually sore at each other.
Blizzard actually din't have any legal problems releasing pandaren if that's what you were referring to. That concept got brought up in one of the old Warcraft games well before the "Kung Fu Panda" movies.
As for the panda minion in THIS game, there probably wasn't any major "god help us" levels of overhauling since the design and coding for it was already in place. Maybe a couple of consensus checks or votes from the development team, applying whatever the original coding was for it from the Chinese region into the Western region and voila, pandas for all if the price is right. Worst case scenario might be if there was any disputes between region teams, but we don't know and probably shouldn't know anyway. Since SE ultimately owns all the content of and in the game, there shouldn't really be any legal troubles with the matter, especially when it comes to most of the Chinese region exclusives.
