The valentione apron looks terrible in anything that isn't Lala. I feel like a WoW character with bulk shoulders wearing that.

It exists so they want it. It being used as a promotion in Japan only makes them want it more. Most people won't even use them for long there is always a new glamour that becomes popular
They're similar in that they're both maid-style dresses... that's about it though. This Japan-only dress is much cuter IMO, and not as... er... extravagant? Maybe 'ridiculous'? Valentiones set has its own charm, but it also has striped stockings, oven mitts, and bulky shoes. Housemaid dress is far more classical and modest, and people seem to prefer that. I don't think there's anything like that headdress in-game, either.
... I'd throw money at SE for the butler outfit, though. If the price is reasonable.
Personally, I want it because it looks similar to what my character used to wear in another MMO that I adored. :\
Excluding the shoes, I only wore those because they were a rare thing from a 2011 Christmas Event.
[EDIT] But yes, OP. The dress can only be bought in Japan from irl items at 7-11. Buying certain items gets you codes that are worth different points, you put in the codes and get rewards. To get all the items it's about 21 bottled drinks. The irl items are only available in Japan, but the codes can be redeemed on any account worldwide as long as the account is Japanese. Meaning there are some people who moved to Japan, who can't redeem their codes because their account was originally registered in another language. I'm pretty sure they did this to avoid people from other countries paying players in Japan quite a bit of irl money to buy these items and get the codes for them.
