The same way English players are on Japanese servers I would assume. Your not restricted to playing on just your regions server. Though could be a person who speaks it but lives in or closer to EU servers and has friends who helped? Could be anything really.

Yes I think this guy managed to get the chocobo via a code activated on a Japanese account and maybe transfert then his character on the EU server bringing with him the mount ^^

Well I applaud your inability to read, if you would like to re-read you will see I never said that the english speaking people would be using a japanese account but yet they can actually play on japanese servers.
