I'm not forgiving anything, because honestly, I despised the gear progression in 3.0-3.1, especially in regards to MCH/BRD due to how they practically had to force thordan in as the mid-way gearing for Gordias progression.
But, this sort of progression is how it is with any given MMO. You spend time to get gear, you typically get 2-3 options for each slot, and it gets outdated with the next patch cycle (which is also the consequence of having such a fast update schedule, though it is somewhat alleviated by having new raid tier every 2 patches). The exception is that some game offered one piece of equipment that was part of a legendary questline, which was, without question, BiS for that item slot at every patch release. It's accessible to all players equally since you can get it through a LFR difficulty (albeit at a slower rate than those who raid), and the game in general was balanced around their secondary effects.
If we wanted relic weapons to be something like that, then we'd have to accept that they're also going to be the BiS without question for each tier. If they don't want that and end up giving their secondary effects to all equipment types (alexander, tomestones), then we're just rounding back to the problem of it not being unique or otherwise fitting for a questline/grind like this.
I'm not gonna shoot them down for taking a vacation after pushing an expansion release. BUT, the release of heavensward in general was a very weak start that it really did not set a good foundation to build upon (let alone step away from the game for so long). Doubly so for 3.1 since it adds that build up time for a new content release, and we got almost jack shite to show for it. There was so many things that was previewed then undersold that it actually ended up being frustrating for me. MCH, diadem, crafting specialists, and favors just to name a few.
