    I have turned in ALL of the quests from every single tribe and gotten the rewards. My journal has absolutely no active beast tribe quests either and I cannot even start any of the Vath Best Tribe quests at all. I could start any others I wanted just NOT the VATH.

    Well thanks for your help then. I guess I met my 12 cap total. I guess I was just confused on the cap system and how it works.

    Yeah, its 12 allowances per day, and is shared across all tribes.
