I've seen this most often with minions. I don't let it bother me because as soon as you do, they win. They want you to lose patience and leave.

I try to be first to roll; there can only be one 99!
If people waste time with rolling at the end, I'll just check my browser, stuff like that, or just chat away with friends. I'm more than happy to wait the five minutes. Sometimes I'll even flag afk at the end and step away from the keyboard, usually gets them rolling because they realise I have gone AFK. And that I'm not afraid to play them at their own game.

As I'm sure you are well aware, it takes more than one person to be able to kick a player from a duty, so in all those instances there were at least two people agreeing they'd be better off without you tanking.
When I see this and it's something I need. I just /sit, target the person who didn't roll.
Or I walk right up to them get nose to nose & /em taps his foot. "I got all day & night."
I also use will whip out my PS Vita while waiting.
Why does mobile have no edit?
Speaking of mobiles, I've also been known to just fire up my phone and check social media while I wait (better than trying to do it on the desktop Edge browser that is a crash-hog on my desktop and laptop, and when it crashes on my laptop I have to sign out and back in to fix it, but I'm stuck with it because I don't trust Maxthon and Edge is the only other browser also available on my phone). I'm very chilled, I have all day, and am willing to wait. Plus, as you can see who hasn't rolled, it makes it easier. Of course, if I was going to play the same tactic as the loot loiterers I'd just go AFK and come back in 5-10 mins, with the AFK sign above my head. Like you wouldn't force me to roll quicker. Fortunately I'm not like that.

Pretty much this. There's also the fact that there exists various mentalities of getting loot: those that go in with a plan, and those that want their loot for the week no matter what it is. It's amazing how many people I see roll need on absolutely everything, so it ends up being a fight with people that will be satisfied with what the hell ever, and people wanting specific items hoping that the former group gets something and leaves, thus thinning out the competition. Simply knowing that can happen will make people sit on what they want, and I don't blame them, it's just the way it is.The reason this is so common in Alex is because of how the loot lockout works. Many people will pass on everything except the one item they want. By letting the other items roll first they can potentially eliminate three other people from competing on the roll for their favoured item by locking them out from it. The trouble is if more than one person does this on different items the party ends up in a stalemate.
I'm not really sure what can be done to solve this. It's simply a case of everyone waiting for someone else to roll first.

I don't mind it if it's mid dungeon. But at the end of a dungeon or a farm when a mount/minion drops and people just dont roll for eternities. Honestly, I'm one of those people that just stare at the screen and get heavily annoyed. I usually also type "ROLL FASTER FFS", either that or I end up stabbing my TV.
They could make it so that the results of the all of the rolls won't be displayed until everyone rolls on every piece. If someone wins more than one piece, the game gives them the piece they rolled highest on, and disregards their other rolls.
