Having trouble playing with a keyboard? Try a controller. Could be easier for you.
Just customize your settings. I use 1-5, Q, E and F. Either alone or in combination with Shift, CTRL or Alt. It's quite easy to get used to and you got 7-8 buttons for 31-32 skill slots (depends if you want to use 1-4 or 1-5).
Or go with a controller, like someone else said.
You're pretty good.
It streamlines crossbar switching, giving you easy access to up to 48 slots. With the 3 second GCD, you'll usually have more than enough time to jump around between your crossbars if you need to hit something. By my understanding, it actually makes the game more enjoyable.

I also use a controller. The controller hotbar can be mapped with 16 actions on one hotbar. The controller has 8 different hotbars that are easily switched between. If you are used to a controller rather than a keyboard and mouse this may be the way to go for you.
Now saying that id also like to point out that the keyboard and mouse have i think 12 action slots on one hotbar with 9 hotbars available. Though initially i think only 3 hotbars are shown as default more can be turned on via the character configuration screen or the hud configuration screen.

Buttons are set up in a way that is more accessible to the average person than a keyboard and a standard 3 button mouse combination.
Personally, I think this game is a bloated mess and it doesn't surprise me that there is such a huge gap in skill between the player base as I'm pretty sure the average player hasn't gone out of their way to spend extra money on additional peripherals. SE can't really undo it either as that will just get the locals up in arms about "dumbing down the game". Best they can do is maybe add a disclaimer upon purchase about recommended peripherals or something but they probably wont do that either.
I use 1-6, Control+1-6, and Shift+1-6.
The rest, cooldowns/rarely used abilities/stances I click.
It really doesn't take long to remember where everything is.


I make use of Shift+ & Control+ keybinds. I have Sprint & Limit Break bound to my 4th & 5th mouse buttons... because I'm a 5 button "gaming" mouse pleb.
Also practice, lots and lots of practice.
