A possible way to improve player commendations.

I have never been in a duty finder instance and thought "Wow I really want to do another dungeon with this player". So if the system OP wants was in the game I would literally never use Commendations otherwise I might end up stuck playing with people I don't want to.

I think that says more about the throwaway dungeon mechanics than it does about the commendation system. There's little incentive to get to know one another, since there's little chance you'll be seeing each other again for quite some time.
