It's of the same vein as spirit-bonding gear preventing you from reselling. In that it attempts to keep the demand to make more of those items increased to a point as if someone moves, they would have to get another one.
It's absolutely idiotic to do so for a $30 IRL item bonus, and I think it's dumb to do it for any furniture, but this is because SE has developed the game economy around vanity (gear and furniture) and rarely the occasional quest items.
