We live in countries where the governments don't threaten to ban a product because it has concepts that clash with enforced nationalism. As a Japanese company dealing in foreign Asian markets, Square Enix has to tread lightly and pander to government overseers in the industry. I wouldn't be surprised if Chinese players don't receive the Halloween event (pure speculation on my part), and I'm sure there is lore that is altered to appease censors. And that only happens because SE is a foreign company trying to do business in countries that have governments pushing for more domestic production of similar media.

OT: Isn't it terrible that we immediatly ask for it to be in the cash shop, rather than say, how about you make it available to all, since you have been so lax on new content since 3.0
Because people believe throwing money at anything will make anything happen. I bought a few things on the cash shop myself, but even I don't want to have every single thing to be put on there just for the sake of throwing money at it.
We likely pay far more, from what I've heard they have to play 150 hours a month to match the $15 we pay. Even when Heavensward launched and I freed up my week completely I was unable to reach 150 hours, or even close. But yeah, if it was on the cash shop we'd be getting the shitty end of the deal, which is Quesse's point I believe.
