I'm pretty sure she said that they enjoy doing the roulettes and it's what drives them in the game, and since they have limited time to play they would like to be able to do those things that they enjoy in the game, together. Not just the expert roulettes.
The purpose of roulettes is to benefit those that have little or no in game contacts. The OP has my sympathy definitely. I have a few people I've recruited and I'm kinda sad I can't do the leveling roulette with them, but if people were allowed to duo in lower roulettes, I guarantee there'd be a significant increase in queue times.Did she say she was running out of things to do? my Bf's been in older FC, and even if you are 200+, everyone is doing 'their own thing' and different timezones etc.. so even looking for 2 members when he was playing with someone else before, was a pain...
So we went the route of a small FC, but helpful.
now, let's say 4-8 real friends decided to play this game.
They create their FC, and do all contents together. No one is helping anyone outside their FC.
Does that benefits everyone? not at all. Can they do it? Of course! That's their prerogative to even play this game!
So yeah, to each their own.
Just prays SE will answer this one with a nice (we'll send it to the DEVs so they can look into what they can do with their limited allowed time ^^ )

What you're basically saying is this: "You can do content you don't like together, or you can do content you like alone. Those are your only options and that's the way it SHOULD be."
Not at all. The content, that is the dungeons, is perfectly available for anyone to do with anyone they choose.
The roulettes are just added incentives to help people who queue alone or are queueing for instances that are not frequently queued for, such as the fight with Nabriales. They aren't content.

We are not running out of things to do lol with every server reset, Leves, Fates, VA, and daily Vanu Beast Tribes, Trial, Main Scenario, Leveling (looking at you!), 50, 60 expert..
We have to skip some among them.
And on day we can do all of them like when the kids are away, we still encounter the fact that we both click on leveling, apart.
That's where a DUO roulette, or a Marriage one, would be nice to have, then we could skip the leveling, until they'll unlock it like lvl 50 and up.
