I actually think a dungeon system like Nyzul would go over well here. It's random, it's challenging, and rewarding.

Nyzle fo sho, there again hw dungeons were nerfed......

To me it all seems to be about glamour. Even our Eso gear will be glamour. Something like Nyzul Isle, would be fun and easy to get together and do. Right now there's just no incentive to get together as a FC and do things.

Being able to do content with 4 people instead of 8 makes it easier to queue up and start playing for sure. Another thing that could be interesting would be random modifiers like damage increases, damage taken increased but faster mp/tp regen, etc. that could keep the same things we do more interesting.

Have a drop in existing 4-mans that converts any piece of gear into a dye-able piece that can only be acquired if you beat the dungeon in X amount of time while under ilvl sync for the dungeon. Can even make tiers of clear times so you get one, two, or three of this item depending on how fast you clear it.
This is one quick and dirty solution of potentially many to the 4-man content.
The cool thing about this game is you can make any content more interesting and challenging by intentionally lowering ilvl / number of participants; you just won't be rewarded for it short of bragging rights.
I would love a gigantic dungeon to explore that resembled Peru: Mountain Caves from Tomb Raider: Anniversary. Multiple parties (4-man) roaming around tackling puzzles and searching for artifacts, fighting off bears and wolves.

8 Man Savage dungeons please
Hail Nanamo. Glory to Lalafell kind.

Define "challenging". Are we talking about puzzles to unlock deeper areas? Defeating enemies in particular orders to get keys to the door? Disarming traps? Finding random passwords to acquire treasures?
Or are you talking about bosses with 4 or 5 mechanics going off at the same time that no one with reliable broadband service and the latest gaming PC can react to, as I suspect?
