    And what happens if the FC Leader doesn't do step 5 and just kicks you out of the FC?
    Sure, you could try ruining their reputation on that server but all they have to do is transfer and wa-la, fresh start with your gil.
    You could try reporting them to the GMs but most of the time, they won't get involved with player-on-player, in-game transactions. And you would be ratting yourself out for buying a plot through none-official ways, which Niqote has just pointed out is a punishable offense.

    Permits are for constructing houses, you still have to buy the plot and the previous owner still has to demo their old house first.

    Exactly the same thing that happens if you hand over gil to a non-fc house seller and they refuse to relinquish their land afterwards. I don't see the difference between the two or the point you are trying to make. Whether you are buying the rights to re-purchase a relinquished plot or buying the FC house directly from the seller you are still dealing with a trust factor. Hand them 50% of the gil first and 50% after if you have trust issues.

    Not a difference, just pointing out that it is not a safe and/or legitimate way of purchasing a plot of land. Neither are.
    And handing them 50% still doesn't insure anything. You can call it having trust issues but I've seen this kind of shit happen before to people, , with the offending party receiving little-to-no punishment for it, and I think people need to be properly informed of the risks.
