What about Matoya? It might be a little unfair to call her ugly since she's old as dirt, but she's not exactly easy on the eyes. And I've seen a number of Keepers of the Moon that weren't evil, but didn't look all that great.

And, of course, there are the Roes. Hideous? No, but each one has a face like Mount Rushmore.
