The entire point of the MSQ roulette is to give an incentive for players to do it again, the reward would need a great increase if cutscene waiting was to be forced and may people still wouldn't do it anymore.
Hence why I said, make the MSQ Roulette and the Normal Duty Finder version of the dungeon have different principals...
