1.0 has much better lighting and effects.It's really not a stretch to say that the PS3 is holding back what this game is capable of. When they are designing content they have to make sure that all currently supported platforms can run it; that being PC, PS4 and PS3. Therefore all platforms are being held back by the weakest link. The PS3 came out in 2006, therefore the graphics card (GPU) in the console is currently 9 years old. On PC, the recommend GPU's are Nvidia GTX 660 and the Radeon HD 7950, both of which came out in 2012. Then we get to the RAM available. The PS3 has 512mb of RAM (256mb system RAM and 256mb VRAM). The minimum that the PC version requires is 2GB, but they recommend 4GB for DX9 and 8GB for DX11. So you see, when they are creating content they have to make sure that a machine with a 9 year old GPU and only 512mb of RAM is capable of running it; and because of these very low specs they can't create the big, expansive content that Yoshi-P has talked about wanting to make - the PS3 just couldn't handle it.
So yes, they really do need to drop PS3 support so we can get a better game. It's amazing what they have been able to achieve whilst being held back by PS3 limitations. But it's time to take the old PS3 out back and put it out of it's misery. It's for the best.
They said PS3 would keep support throughout 3.0 but they had no plans to keep PS3 support beyond that. so likely 4.0 will have no PS3 support.
they still have quite a bit of the story for 3.0 planned. somehow I doubt 4.0 is coming next year.If it comes out next year it probably will. I imagine sony will kill the PS3 next year in the US based on nobody I know talking about PS3 games coming out but who knows they seem addicted to it. Regarding graphics quality, improved texture resolution could be implemented both on the PC and the PS4 which is a great platform for 1080 resolution with no real big limitations for that resolution. That would be a simple way to improve the look a lot without killing performance from making realistic looking grass or something.

That is true I was just using it as hypothetical.
Regarding OP specifically, more so than holding back the game graphically, catering to the limited capabilities of the PS3 means that certain encounters, etc. are not possible so it is more holding the game back in general than graphics wise which is kind of unimportant IMO.
