This game being an mmo is lore breaking with thousands of people immune to Primal tempering and overly powerful characters, capable to thwart the best the Empire, Ishgard and the Ascians have to offer.
And again, they are no own race.
And the decision to make Padjal the communication link between the Gridania people and the Elementals go back to Tanaka.
Also lorewise the immunity to primal temper is because of the echo, which have lorewise many people (during 1.0 Minfillia collected many people with the echo for her first organisation, to explore this gift together).

But apparently, that unique warrior of light chosen by the world itself cannot be a Padjal because a Padjal are chosen by elementals and thus rare? That is soooo poor for an argument.
    1. A Padjal get chosen by the Elementals
    2. To get chosen, the Elementals have to see you to be worth for it (if you have a pure soul or so)
    3. You have to be a Hyur teenager
    4. You have to be born in Gidania
    5. After you get chosen, a many years long training begin in the conjurer guild

Alone point 4 say that a player can't be a Padjal, because an adventurer isn't born in the city where he start.
