How does the site determine active population? Can or does it differentiate from bots or RMT?

Considering SE can't differentiate bots and RMT from real players, probably not. But aren't gil spammers level 1? If so, they're not counted as they have to be 21+.Data is carried out based on the data from August 25, 2013 to August 8, 2015.
I intended for the character who was higher than level 21,that is get from Losestone charactor search page, in this survey. And narrowed charactor that change hp,minion count, mount count from last survey to regard as active charactor.
If you want to other world's report,Please change right top select menu "WORLD SELECT".
Also DragonFlyy, if you let the page sit for awhile the info will fill up, or at least it did for me.

The spammers in the town yes, but the bots no theyre anywhere between 1 and 60. So it would pick these up as 'active' perhaps.
Either that are their search refinement arent working, since how do so many players 21+ not have the airship minion yet? I can almost understand the cursor since you can get to 20 under trial and then still another 30 free days after that.
.
Very much appreciate the translation!
It sounds like one survey was done previously? So I assume the first survey was done August 2013 and the new one is August 2015.
That seems like a large window of time as I know some people who leveled up multiple 50s and almost cleared T9 (before FCOB) before dropping the game (Period of 3 months ish). It seems from your translation of the criteria that they would still be considered active.
Gil spammers are the least of my worries on Balmung now. I haven't gotten one in over a month with around 6 hours of play a day average. I wonder what type of numbers we can say are real people and not bots.
Is there more than one? I can't remember and the only one I remember is the minion from the artbook or other minion+merchandise.
Sorry for the misunderstanding, but it's not my translation. You can click the American flag icon on the top right to get the English version of the site, that's where I grabbed the translation from. ^^
As for when the last survey was taken, I've got no clue, the translation seems like something that was done with subpar knowledge of English, or a tool like Google translate so I don't know if it's very reliable. I don't know if the information is all too reliable either, it states that there's only about 7.5k max level battle classes on Tonberry at the moment. It seems like a very low number, but I'm not quite sure what the average for things like that are across MMOs.
Another interesting thing is that 67.6% of active members belong to FCs 1-3 members in size (on Tonberry) and I suppose the majority of those wouldn't have access to housing, so it's understandable why SE decided to let everyone have access to Airship Exploration, FC or not.
I'm having a hard time believing these numbers for Jenova, I know for a fact that there is more then 114 people that have the Icebreaker title, as this data also states 158 people have The Dragonsong title. How can more people have a recent MSQ title that's locked behind a much earlier MSQ requirement?
Maybe some were inactive during time frame survey is using to calculate?I'm having a hard time believing these numbers for Jenova, I know for a fact that there is more then 114 people that have the Icebreaker title, as this data also states 158 people have The Dragonsong title. How would that work? When this was done Jenova had 8,937 active players, if only 114 had passed Shiva MSQ, that would mean my server out of no where lost 8,823 active subs. It still doesn't add up at all because Dragonsong can't have more unlocks over Icebreaker, it's impossible the way SE has the story set up. Something just seems very off about the data they have, I know it's unofficial, but these numbers are really really off.
I realized after I posted that it didn't really make sense. How would that work? That seems like a mistranslation. In JP (using google translate) it says "Achievement title use" while the EN version says "Title Awarded". The numbers themselves look more like them being used. How would that work? When this was done Jenova had 8,937 active players, if only 114 had passed Shiva MSQ, that would mean my server out of no where lost 8,823 active subs.
