Actually, the fact that the frequency varies is the best evidence that SE DOES combat the problem. If SE did nothing at all, the stream would be constant and continuous.
Each time SE implements a fix (such as removing the ability to /tell from new characters), there's a lull while the RMT figure out a way around the issue. Then they're back in force!
There are certainly solutions that players have suggested that SE hasn't tried, but that's mostly because the players' so-called "solutions" are mind-numbingly stupid and self-centered.

While I agree that some solutions that are proposed may not be very good ideas, but at the very least the ability to click on the name of the RMT and then select report would be very helpful and would save players a lot of time as it would allow the player to report the RMT without having to go through the process of filling out a ticket to be submitted for review. Basically SE could simply receive a list of RMT who have been reported using the report function and then monitor the in game activity of those character names. Although it should be quite obvious that a name like Wxsdfa Asdfgh is an RMT. ~.ø b
