Well, that wikipedia page would disagree with you too ;D This is also supported by the fact that it was intended to mean 3x increase. There is a convention for how to write this type of expression but isn't consistently followed, that's all I was saying.

Well the point being that there truly is no different way of saying it. In English, and in english math, a 300% increase always means 400% of the old value.
Because that is the meaning of the phrase. To increase (to add to, to add with) 300%.
Remember that wikipedia is a wiki, people do get things wrong when they write wikis.
However, regardless of how Fluent the notes' readers might be in English, they could of avoided this by simply directly translating the text:
IE: Trippled. Or 3x
