There's no better incentive to do something than for something hardly anyone else has. The rarity itself makes people want to run them. If not, they weren't too dedicated to get those items, anyway. That is also why the price is so high.

If you make the item more available to get, you will destroy the rarity it brings and thus the last bit of incentive to do older content.
