    There is a long list of requested features that SE has said is on their to do list that haven't come in to the game yet. Simply put this requires modification to the games current engine which requires programing and a lot of testing to make sure the change doesn't break anything else, which often such changes do. Working on a changes to a game as large as an MMO is a lot of work and often far from simple. Its not simply tweaking some numbers.
