In most cases, yeah.

In some cases though people RP a choice that actively, significantly hinders the party's capability. A BLM who only casts ice spells is horrific in terms of actually doing their job. Even if they're putting out a tiny bit of DPS, the fact is that they're at best slowing the party down and at worst potentially crippling the entire party and making things several times harder than they need to be because it's one of a number of fights that have 'soft' DPS checks via bosses that get harder and harder as time goes on; or some bosses that have straight up deadly mechanics if DPS is slow (eg Haukke HM)

And unlike people who are just bad because they don't know better, these people are actively choosing to shoot themselves and their parties in the foot.

If you're queueing with friends for a full party whatever. Do what you want. Don't deliberately force other players in DF to work harder to make up for you.
