This difference between 2.0 and 3.0 is explicitly due to the addition of a new raid difficulty. They had to add higher item levels for the harder raid, so there is more gear in between. If they hadn't added this gear, savage would have to be scaled to lower gear and would have been too easy. Also, savage wouldn't have had a proper "reward".
ilevel 160 dungeon gear = ilevel 60 dungeon gear in 2.0
ilevel 170 tome gear = ilevel 70 darklight tome gear
ilevel 180 upgrade = ilevel 80 crystal tower gear
ilevel 190 alex gear = didn't have this in 2.0
ilevel 200 tome gear = didn't have this in 2.0
ilevel 210 gear = ilevel 90 tome and coil gear in 2.0
If they continue having new raid tiers with normal and savage mode, they will probably continue this trend. Raid patches will have a 30 ilevel jump instead of 20 ilevels.
Now, I'm not a huge fan of this, because the similar addition of new raid tiers in WoW led to some pretty insane stat bloat. However, I think ffxiv is being a bit smarter with this. Primary stats remained mostly stable from ilevel 130-160, and didn't start climbing quickly again until ilevel 170. The biggest stat change from 130-160 was defense. As long as the devs think hard about how much they really want to increase character power over the course of the expac, we shouldn't see that much bloat outside of ilevel number.

The above list is incorrect. Here's the more accurate one:
Darklight 70 = Law 170
(Didn't have Upgrade to Darklight)
Crystal Tower 80 = Alex Normal 190
Mythology 90 = Esoterics 200
(Upgrade to Myth was added later, included right away with 3.0)
Coil 95 = Alex Savage 210
so how many jumps we got in 2.x only?
in 3.x (normal gear 125-130-140-150-160) (law and estro 170-180-190-200-210 up until now) happens due to level cap?

In 2.0?
1-2-3-4-5... Ok, I'm being a bit facetious there, but there are far more jumps 1-50 than there are 50-60.
As for just 50+, there's 50-55-60-70-80-90-95-100-110-115-120-125-130 I believe.
Gotta stop looking at it from a single class perspective.
Imagine you just got a brand new Job (and role) to 60. First up, you farm Laws to gear it in. i160s drop to boost you (and glamor) till you get enough Law.
Now you build your Law set and do Alex Normal for tokens while upgrading your Law set with spare Laws/Seals.
You replace i180s or unupgraded Law i170s with the token Alex gear, you're doing all this while your main job is getting Savage Alex and Esoteric filler gear.
Your alt job is now only 10~ ilvls under your main job and had a smooth, constant upgrade path from the moment you get it to 60.
When we get the next ilvl boost, You just swap the Law phase for the Eso Phase while getting Alex tokens etc etc.
Its a good system.

Except that CT wasn't there before 3.1
And it's more like :
Darklight 70 (Law 170 ) -> CT 80 (Upgrade Law 180) -> Coil/Myth 90 (Alex 190) -> Soldiery/ST 100 (Eso 200) -> Upgrade Soldiery/Second Coil 110 (Upgrade Eso/Alex savage 210)
So, we're basically two patch early in terms of ilvl range compared to 2.x.
And upgrading your gear is absolutely not vanity, since all your stats go up with it.
But the one complain I have is that the next 24-man raid will once again probably be a step down when compared to Alex Savage or Esotheric gear. Why don't they release gear in the "real" order this time ?

Coil and myth gear were the same ilevel in 2.0, which represented the strongest equipment. That's why I put it last on that list. They didn't buff the coil weapon to 95 until later (since zenith was so easy to obtain), but the armor was the same ilevel as AF+1 stuff.
My point with the list was just to illuminate that they added something due to having two difficulties for raid. You could say they added something at the top, or in the middle, it doesn't matter.
And yeah, no idea what ilevel the new 24 man is going to use in 3.1. I honestly wouldn't be surprised if it was ilevel 200, seeing as CoD was ilevel 120 (the same as non-upgraded poetics).

Next ilevel increasement will happen with 3.2 (in around 5 months)
3.01 and 3.05 are still part of 3.0.
3.1 will bring more in between ilevels (new lv 60 dungeons and the new 24 man raid), but will not increase the max ilevel.
In 2.0 (not 2.x) we ended the MSQ in ilevel 50-55 gear (AF1) and started to farm for ilevel 90 gear the moment we defeated Ultima Weapon.
