So what exactly is stopping you from making your own PF group for it or asking some friends if they want to run it with you?

The idea that you absolutely need a static to clear hard content is patently false. I know multiple people who PUGed their way through Final Coil without a static. I cleared Final Coil without a static. If you really want to do it, you can make it happen. Saying otherwise is just making excuses.

It's funny, but it seems like every time I see someone put "clear/learning" group up in the PF, or do it myself, it takes ages to actually fill. I also see a lot of folks join these said learning/clear groups and vote abandon/bail out after a couple shots at. Dealing with this for a while trying to get things done just takes the wind out of someones sails, ya know?
